Ready to lead procurement at a strategic level? We’re looking for a Head of Procurement to drive strategy, ensure operational excellence, and lead supplier engagement across the organisation. This senior role combines policy, compliance, and transformation leadership with day-to-day team management giving you the chance to make a real impact.
What is expected of you?
- Define and drive the vision for procurement operations, ensuring transparency, fairness, value-for-money, and regulatory compliance
- Lead and manage the procurement team, promoting operational efficiency and staff development
- Advise senior stakeholders on procurement risk, contract structuring, and market intelligence
- Develop, implement, and maintain company-wide procurement policies, procedures, and standard operating models in line with current regulations
- Serve as the company’s central advisor and representative for all major tenders and complex or high-risk procurements
- Strengthen contract management, lifecycle planning, and supplier relationship strategies
- Oversee the adoption of sustainable procurement practices and digital tools in line with national and EU initiatives
- Represent the company in discussions with government entities, regulatory bodies, and EU/international institutions
- Build internal capability through training and foster a culture of continuous improvement
- Ensure full compliance with Malta’s Public Procurement Regulations and all relevant legal frameworks
- Chair or oversee high-value procurement boards, review evaluation reports, and maintain audit readiness
- Monitor procurement function performance, reporting progress and challenges to senior leadership
What are you expected to bring?
- Strategic, forward-thinking leader with deep procurement expertise and a proven track record in public sector contract management
- Experienced in building and leading high-performing teams in regulatory or government environments
- Academic qualification in Procurement, Supply Chain Management, Law, Business Administration, Economics, Finance, or related field (NQF Level 6+), or a comparable professional qualification; post-graduate degree is an asset
- Strong knowledge of national and EU public procurement regulations, frameworks, and procedures
- Excellent leadership, people management, negotiation, and stakeholder management skills
- Proven ability to implement systems and frameworks that enhance structure, compliance, and efficiency
- Excellent communication, influencing, and report-writing skills; able to perform under pressure and represent the Company at senior forums
